FILE NAMING CONVENTION:

where
SSS = SiteID
YY = Year
JJJ = Julian Day
HH = Hour
Date and time are in UTC and represent the start time of the average.
DATA DESCRIPTION:
Line 1: BLANK LINE
Line 2: " SSS" "additional info. (optional)" where SSS = 3 letter station ID
Line 3: " WINDS rev 4.1" (rev number will change if file format changes)
Line 4: [for station] latitude (N); longitude (W); elevation (m)
Line 5: date; begin time of consensus; UT offset (minutes)
[format " yy mm dd hh mm ss ut_offset"]
Line 6: consensus averaging time (minutes); number of beams; number of range gates
Line 7: [for each beam - format "num:tot (window) "]
number of records required to make consensus (num)
total number of records (tot)
the consensus window size (m/s)
Line 8: number of coherant integrations [oblique and vertical]
number of spectral averages [oblique and vertical]
