Time parameters

Time: 1 Minute averages continuously throughout mission. Start_UTC is the time standard.
Most of the measurements use this time base. Here are the exceptions.
Hg: reported every second.
VOCSsGCMS: Start_time / Stop_time 5 minute measurement every half hour

Fog and water measured with cavity ring-down instrument.
